I want to write this from the perspective of someone who has been through the full cycle of disappointment and eventual success with web development service providers because I think that perspective is more useful than advice from someone who got it right first time. Getting it wrong first time taught me things about this market that I could not have learned any other way and sharing those specific lessons is the most honest thing I can offer anyone currently at the beginning of this search.

The most important thing I learned is that web development is not a commodity even though the market presents it as one. Two services quoting similar prices for a similar brief can produce outcomes that are so different in quality, functionality and alignment with your actual business needs that the price similarity becomes completely meaningless. The variables that determine which outcome you get are almost entirely invisible in the evaluation process most people use — portfolio browsing, pricing comparison and turnaround time negotiation — and almost entirely visible in the one evaluation method most people skip which is a substantive conversation about your business goals and user needs before any technical discussion begins. A web development service that leads with questions about your audience, your objectives and your success metrics before discussing technology choices is demonstrating something real about how they approach their work. A service that leads with their technology stack and their timeline is telling you something equally real about their priorities.
